Set the oven's temperature to 375°F, or 190°C. Oil a 9-inch square baking pan.

Sift flour into bowl. Use your fingertips to rub butter into fine bread crumbs. Shape dough into balls with brown sugar.

Put dough in pan. Fork all over. Bake 20 minutes in the preheated oven until firm and golden brown.

In a nonstick saucepan, heat condensed milk, butter, and brown sugar on medium-low. Boil caramel with whip. Lower heat and cook 4–5 minutes until golden and moving away.

Cover chilled crust with caramel and chill for approximately one hour, or until solid to the touch.

Put chocolate in a double boiler over simmering water. Stir and scrape sides with a rubber spatula to melt chocolate for 5 minutes without burning.

Overcoat caramel with melted chocolate. Refrigerate 15 minutes to firm chocolate. Cutting into bars.
